Irène Hors is a MERICS Senior Associate Fellow at MERICS, focusing her research on the governance of Europe’s technological and scientific cooperation with China. Prior to joining MERICS, she worked with the OECD as OECD Representative in Beijing (2007-2013), Head of Division in charge of relations with China, India, Brazil and Latin America (2013-2018) and Deputy Director of the Public Governance Directorate (2018-2020). When in Beijing, Irène also worked as Advisor to the Secretary-General of the China Development Research Foundation, an agency of the Development Research Centre of China’s State Council (2007-2010). Since March 2021, she is President of the France China Foundation’s Steering Committee.
Irène graduated from "École Polytechnique" and "École Nationale des Ponts et Chaussées", and holds a Master’s Degree in institutional economics from “École des Hautes Études en Sciences Sociales”. She was nominated Yale World Fellow in 2005.
