International law enforcement cooperation has become an important tool of Chinese foreign and security policy. A growing number of European countries have concluded extradition and mutual legal assistance treaties with China. Cooperation with China is a necessity, but it could challenge international legal norms and definitions.
As long as China's legal system does not guarantee basic rights such as access to a fair trial and as long as China persecutes political dissidents or ethnic minorities by charging them with economic crimes or terrorism, Western governments have to insist on strong safeguards.
